A total <br />of 22 written appcals were received by City staff from the affected residents of the project. Staff <br />reviewed each appeal and prepared a written response letter to each individual explaining the <br />assessment calculation and notifying them of the staff recommendation (adjustment or no <br />change) regarding their assessment which were subsequently individually reviewed by the <br />Council at the continuation of the assessment hearing on April 14, 2003. The Council approved <br />an amended assessment role at their meeting on April 14 with the exception of 14 properties <br />located on the comers abutting Amble Drive, Dunlap Street and Tiller Lane. At the Council's <br />direction, the Engineer has prepared a revised assessment role for those 14 properties based upon <br />assessing 1/3 ofthe calculated frontage foot of each parceL <br /> <br />The revised assessment role for these 14 parcels reflects the fact that all ofthe parcels had paid <br />full assessments for the reconstruction of adjacent streets within the last 20 years and results in <br />an assessment which when combined with the previous assessment levied on the parcel is <br />comparable to an assessment which would be levied on the parcel if both streets were <br />reconstructed as a part of the same project. <br /> <br />The fourteen affected residents have been notified by mail ofthe proposed revised assessment. <br />Copies of the lettcrs sent to residents also are attached for Council information.
