<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />APRIL 28, 2003 <br /> <br />9 <br /> <br />William Krivit, 1252 Ingerson Road, stated he had a letter from an attorney <br />regarding the proposed project, which he intended to present to the City. He asked <br />for reconsideration of the Ingerson Court area, specifically mill and overlay of <br />Ingerson Court instead of a complete reconstruction. <br /> <br />Mayor Aplikowski asked if it was possible to remove Ingerson Court from the <br />2003 PMP project and still complete the Josephine Hills Lake Association <br />property portion. <br /> <br />Mr. Brown replied the road did not meet the standards, and had a poor surface <br />rating. He indicated they advocated a reconstruction of the site, and if the storm <br />sewer were constructed as proposed, they would need to trench down the middle <br />of Ingerson Court. He stated a mill and overlay did not allow them to repair the <br />drainage issues. <br /> <br />Mr. Filla stated the first assessment roll was approved April 14, 2003, which <br />indicated 30-days for residents to appeal. He said if the Council adopted the <br />assessment roll for the corner lot owners, those residents also had a 30-day appeal <br />window. He noted the assessments did not need to be certified with Ramsey <br />County until October 15, 2003, therefore, the City Council had time to analyze if <br />Ingerson Court should be included in this project. <br /> <br />Council member Rem requested the City Engineer meet with the residents on <br />Ingerson Court to discuss this further. <br /> <br />MOTION: Councilmember Larson moved and Councilmember Grant <br />seconded a motion to adopt Resolution No. 03-40: Adopting <br />the Special Assessment Roll for Corner Lot Properties in the <br />Karth Lake East and Ingerson Neighborhood Streets 2003 <br />Pavement Management Plan. The motion carried unanimously <br />(5-0). <br /> <br />B. Resolution No. 03-39: AuuroviDl! Plans and Specifications for <br />Sealcoatinl! Hamline/Snellinl! 96/10. <br /> <br />Mr. Brown stated he had completed the final construction plans and <br />specifications for the 2003 Sealcoating Project.
