HARDSHIP DEFERRALS <br /> <br />Minnesota Statute No. 435.193 allows the City, at its own discretion, to defer the <br />payment of any assessment for any homcstead property owned by a person sixty-five <br />(65) years of age or older, or retired by virtue of a permanent and total disability for <br />which it would be a hardship to make the payments. <br /> <br />In order to receive such a deferment, the affected person must establish the economic <br />hardship that would be incurred to the reasonable satisfaction of the Arden Hills City <br />Council by providing documentation showing an annual adjusted gross income less <br />than thirty percent (30%) of the metropolitan area median household income, as <br />determined by the most recent census. <br /> <br />The deferral will last for a period of not more than ten (10) years, and will terminate <br />before ten (10) years if any one of the following conditions is present: <br /> <br />A. The owner of the property dies and the spouse is not eligible for a <br />deferment; <br />B. The property is sold; <br />C. The property is no longer homestead; <br />D. The City Council determines that there is no longer hardship incurred in <br />immediately requiring either full or partial payment ofthe assessment. <br /> <br />The City reserves the right to periodically request verification of continued eligibility <br />for a hardship deferral. . <br /> <br />This deferment must be made by either adoption of an ordinance or a resolution. An <br />application for deferment of special assessments is provided in the Appendix of this <br />Assessment Policy Manual. Also provided in the Appendix is a sample rcsolution <br />approving an assessment deferment and an application for delayed payment of tax on <br />special assessments for senior citizens' homestead property. <br /> <br />2003 Assessment Policy Manual - Page 19 <br />
