Memo to Mayor and Council
Page 2 of5
May 20, 2003

.

After considering the above factors, the Taskforce unanimously passed the following
recommendation to the Council:

The Taskforce recommends that Council proceed with partnering with Ramsey County
on the matter of a joint public works facility as an equity partner with the plans as
currently drafted

Additional Comments

For Council's benefit, staff would provide the following additional comments

1. Layout ofthe proposed facility

A copy of the building's layout is enclosed for your review. Areas allocated for use by
Arden Hills have been highlighted. You will note that most of our space has been
consolidated into one area. However, we do have non-contiguous space in the following
areas:

}> A vehicle maintenance bay in the equipment wing. This is separated out by a wall .
and is close to our primary space
}> Miscellaneous stalls in the heated storage wing
}> Two spaces under the canopy space for miscellaneous equipment

In addition, you will note that the lunch room and locker facilities are shared between the
School District and City. Tom Moore and Jim Perron both participated in weekly design user
group meetings that ultimately resulted in the current space configuration. For Council's
reference, based on the proximity of City Hall and cost factors staff has indicated to the
County that the City is not interested in participating in the County's multi-purpose room.
The School District has done this as well.

2. Area calculations

Attached are spreadsheets outlining the gross and usable square footages for the various
space types. Usable square footage corresponds to a specific area. For example, a large 14 x
40 heated stall has an area of 560 square feet. To account for common area such as driving
lanes etc ..., the gross area, or overall, square footage associated with this space is 989
square feet.

3. Space for future expansion

Based on internal discussions and input from the Taskforce, unallocated square footage
included in previous versions of the plan has been eliminated from the program. While
various reasons exist for not building future expansion into our space program, they can be
generally broken down into the following:

.
