Prior to
joining Spencer Fane, Mr. Comodeca was a senior environmental attorney with the U.S. Army
Forces Command and is knowledgeable on military base closure issues. See the attached resume
and firm profile for additional information.

Should the Council elect to retain Mr. Comodeca as the City's environmental attorney and once
he has had the opportunity to get up to speed on some of the issues, staff would suggest a
meeting with the Council sometime in July.

Financial Impact

Mr. Comodeca's hourly rate is $220 per hour. This is less than our current local environmental
attorney. However, travel expenses will be incurred when meetings in Minnesota are required.
The line item in our current interim development agreement for this service is $60,000. There is
a process outlined in the interim agreement should a budget amendment be necessary at some
point in the future. .

Reauested Action

I. Consider authorizing the Interim City Administrator to retain the services Michael
Comodeca, environmental attorney with the firm Spencer, Fane, Britt & Brown, to serve as
the city's environmental attorney for the TCAAP project.

.
