In>1allation management <br /> <br />As the military department goes through the process of closure or <br />realignment of the base, the various tasks performed by military units . <br />that are no longer on the base must be assumed by other entities. The <br />military department, in consultation with the LRA, determines the <br />initial level of maintenance to support reuse. Also, the military <br />department and the LRA must establish procedures for providing <br />common services, such as police and fIre. <br /> <br />. Phase II: Disposal decision making <br /> <br />The second major phase of the base reuse process includes the <br />activities associated with the military department's disposal decisions <br />and the LRA's reuse decisions. After reuse planning activities are <br />completed, the LRA will submit its redevelopment plan to DaD and as <br />part of an application made to the Secretary of Housing and Urban <br />Development (HUD). HUD will review and approve the LRA's <br />application. <br /> <br />After completing its NEPA analysis and associated documentation, the <br />military department will issue its final disposal decisions. This is <br />generally accomplished by issuing a formal disposal decision <br />document. The decision document is published for public comment <br />and describes the disposal decision made by the military and any <br />potential mitigation required if certain activities occur. <br /> <br />. <br /> <br />This phase also includes the military department's response to requests <br />for specific property conveyances from approved applicants. The <br />military always retains ultimate authority to make property disposal <br />decisions and will resolve any conflicting property interests at the time <br />the final disposal decisions are issued. <br /> <br />. Phase III: Parcel-by-parcel decision implementation <br /> <br />After necessary applications have been submitted, reviewed, and <br />accepted, and after final disposal decisions have been issued by the <br />military department, the military department will proceed to dispose of <br />the propcrty. The disposal of the property will be in accordance with <br />the military department's documented disposal decisions. This phase of <br />the base reuse process lasts until the property has been conveyed and <br />all cnvironmental activities that must be performed have been <br />completed. <br /> <br />HOW TO F ACILJT ATE EARLY TRANSFER OF THE <br />PROPERTY AND INCREASE ECONOMIC DEVELOPMENT <br /> <br />.
