<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />MAY 27,2003 <br /> <br />6 <br /> <br />. <br /> <br />Council member Rem expressed concern about the impervious surface and how it <br />would affect landscaping and drainage in the area. She requested the applicant <br />keep in mind they are bordering residential areas and they should attempt to <br />minimize the appearance of the impervious surface. She asked if they had looked <br />into adding a parking ramp instead of a large parking lot. <br /> <br />Councilmember Larson noted this was different kind of a church than what the <br />City envisioned for a neighborhood church and expressed concern about the <br />additional traffic, parking, and drainage issues. He stated if the applicant was <br />going to concentrate all of the parking on one side, they needed to be sensitive to <br />the neighbors and include additional screening. He agreed with a berm along that <br />side. He stated he could not justify all of the signage they were requesting. He <br />expressed concern about the lighting on the west side and asked them to consider <br />this. He expressed concern that there would be more people utilizing the Snelling <br />Avenue exit instead ofthe Highway 96 exit. <br /> <br />Mayor Aplikowski stated she did not have a concern regarding the exits for the <br />Church. She stated she was not concerned about shielding the building, but was <br />concerned about the parking area. She requested the applicant have a safe exit out <br />of the parking lot if they put in a berm. She stated she believed this was a <br />neighborhood church and commended them. <br /> <br />. <br /> <br />Randy Bolduc, Ellerbe Beckett, explained the reason they needed a five-foot <br />higher building. <br /> <br />Councilmember Grant stated the R-l Zoning for this location was not an issue <br />for him. He believed it was great the church was expanding. <br /> <br />Reverend Orlando Logelin, representative of North Heights, stated one of the <br />Church's strengths was productions and the reason they needed a larger facility <br />was for more open space and an area to store the equipment. <br /> <br />Council member Larson asked that they consider not having a steeple that <br />exceeded the height of the existing steeple. <br /> <br />. <br /> <br />B.
