She agreed that Bethel College should be allowed to develop their land.
However, she was concerned about the proposed single northbound lane which will only provide
for one turn lane onto McCracken Avenue. She has spoken with the University of Minnesota
Horticulture Department regarding improving the proposed landscaping. She noted that the
Planning Commission had suggested additional bushes along the bleachers. She provided the
City Council with a list of other trees that could be used at the complex.

Ms. Dudasocker stated that she was concerned about parking on Chatham Avenue. She
requested that no parking signs be posted at the beginning of the street to avoid overflow parking
in her neighborhood.

Mr. Boyd Paulu, 3782 McCracken Lane, was concerned that if the grass trail is relocated within
the 20-foot easement a significant number of mature trees will be lost. Additionally, the trail
runs diagonally across the northwest edge of the tennis courts and he does not believe that the
location of the tennis courts have been marked out on the site in order to determine the impact to
his property.

Mr. Paulu expressed concern for the impact of the proposal on his property. He stated that he
moved to Arden Hills from northern Minnesota and he enjoys the open space behind him. He
was not supportive of the lighted monument sign or the lighted parking lot and entry. With
regard to the traffic concerns, he did not feel the City Council had adequate information to
approve the request.

Mr. Paulu noted that Bethel College had four good terulls courts that were removed for a parking
lot on campus. He felt it did not make sense to spend more money to build additional tennis
courts. He stated that the City Council, Planning Commission and Parks Commission have been
unresponsive to the neighborhood concerns. He asked that the Planning Case be tabled to allow
further study, to determine where the grass trail will be located, and for Ramsey County to
further study the restriping of Old Snelling Avenue.

Mr. Jim Beutelspacher, 1644 Chatham Avenue, echoed the safety concerns that have been
addressed. He indicated that his wife was nearly hit head-on by a high school student while
heading northbound from the bridge. The high school student was in the wrong lane making a
left turn onto Bethel Drive. He felt that the proposed markings would exasperate the situation.

Mr. Beutelspacher expressed concern for pedestrian and bicycle traffic along Old Snelling
A venue. He felt that moving the traffic closer to the edges will increase the danger.

Mr. Gordon Kristufek, 1640 Chatham A venue, agreed wi th the concerns expressed regarding the
traffic issues and pedestrian safety. He has two young children that utilize the trail system and he
implored the City Council to not make a hasty decision until the end result of the project has
been determined.

Mr. Kunkel stated that he was responsible for the security and safety of the campus and he takes
the safety issues of the students very seriously. Bethel College wa~ recently voted one of the top
