Since he is not an expert in traffic management, <br />he has deferred to Mr. Soler, the Ramsey County Traffic Engineer and Bethel College must <br />consider the recommendations of Ramsey County. <br /> <br />Mr. Kunkel noted that this project has been worked on for a long time in conjunction with the <br />City of Arden Hills. He felt that the plan was good for Bethel College students and will benefit <br />the community of Arden Hills. <br /> <br />Mayor Probst asked what the timeline for approval was. Ms. Randall stated that the review <br />period had been extended to Monday February 28, 2000. She indicated that the City may, with <br />the petitioners consent, extend the review period beyond that date. <br /> <br />Councilmember Larson stated that he was still concerned about the design of the intersection. <br />He felt comfortable with the actual proposal and believed that most of the issues have been <br />addressed. Although he would prefer more vegetation along the soccer fields, his biggest <br />concern was not knowing how Ramsey County planned to restripe the road. If the complex is <br />used for overflow parking for events, this will result in more pedestrian traffic crossing four lanes <br />to and from the main campus. <br /> <br />Councilmember Larson noted that the City Council had discussed the speed limit on Old <br />Snelling A venue ranging from 40 miles per hour to 45 miles per hour. The City had contacted <br />Ramsey County regarding the inconsistency in the speed limit and the County responded that <br />there was a proeess that must be followed and there was a risk of the speed limit increasing rather <br />than decreasing. <br /> <br />Mayor Probst questioned why this portion of Old Snelling A venue was currently four lanes. He <br />believed that this was one reason for the speeding traffic. He stated the proposed three lane <br />configuration would help the situation. He stated that it would be helpful to review Ramsey <br />County's intentions for managing the intersection. He was not convinced that the proposal will <br />be detrimental, rather he felt that it may help the situation. <br /> <br />Councilmember Aplikowski noted that there currently are joggers along the street. She felt that <br />there would not be a significantly higher number of people crossing the road than there are now. <br />She did not believe that the proposal will increase the traffie speed on Old Snelling Avenue since <br />people are driving faster everywhere. Mr. Coopet noted that the athletic complex will generate <br />more traffic. With the exception of the occasional visiting teams, Councilmember Aplikowski <br />stated that the complex will be used for the students while at school. Any additional traffic will <br />be generated by the City if the City chooses to use the complex. <br /> <br />Mayor Probst noted that if the 10 acre site was residentially developed it could have 30 homes. <br />The average trips per home is eight to 12 per day and a residential development would generate <br />much more traflic than the 41 car parking lot. <br /> <br />Mr. Kristufek was concerned about the additional pedestrian traffic. At times the entire tennis <br />team will be crossing the road on foot which is more pedestrian traffic than there has been. <br />
