Memorandum
July 2, 2002
Page 2

.

Cons- Intial Costs

3. Temporary Pumping Station
a. Pump to Sunfish Lake
b. Pump to Valentine Lake

Pros- Initially less expensive than a permanent station

Cons- Rent and intensive maintenance while pumping, liability of above ground
piping and noisy portable generator. Will not address future high water conditions
after the current high water situation.

When dealing with Rice Creek Watershed District and the DNR last fall both agencies
preferred that any pumping discharge from Karth Lake be directed to Valentine Lake. For
ease of construction and access it is preferable to install a pumping station on city property
(Cummings Park) on the south end of the lake and pump to the existing storm sewer system
on Wyncrest Circle.

III. Cost Estimates
Permanent -$50,000 to $60,000
Cost includes the installation of discharge piping, electrical service and a pumping
manhole. It is assumed that approximately $3000 could be saved by using one of the
cities sanitary pumps as needed in lieu of purchasing a new pump.

.

Temporary-$15,000 to $20,000
The cost of a temporary installation include rental and installation of piping and pumping
equipment. Additional resources include use of a city generator and Time for 0 & M
personnel to maintain and operate the temporary system.

The additional liability of the generator running in a secluded location, above ground
piping running through the park or neighborhood should be considered in the temporary
solution.

IV. Funding
Potential funding source for this project are as follows:

. Assessments
. City Funds
. Lake Improvement District
. Ramsey County
. Shoreview .
. Rice Creek Watershed District
. Combinations of the above

If you have any questions please contact me at (612) 373-6479.
