<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 14, 2003 <br /> <br />10 <br /> <br />. <br /> <br />had received complaints from many residents over the past year in both Ramsey <br />and Washington County regarding high water level on lakes. He noted the Karth <br />Lake problem was not unique and it was not uncommon for basins to have erosion <br />problems. <br /> <br />Ron Hagkull, 1289 Karth Lake Circle, asked if Mr. Germundson was aware of <br />any situations where a lake was not provided with any means for an outlet by a <br />developer. <br /> <br />Mr. Germundson replied he did know of a lake where this had occurred. <br /> <br />Mr. Hagkull stated he believed this was an oversight to not provide any outlet on <br />the developer's part. He asked why the City would only consider landowners <br />directly situated on the lake for assessments, when other residents were <br />contributing to the problem as well. He stated this issue involved a lot more <br />residents than those around the lake. He asked if businesses and other businesses <br />to the north also contributed to this. <br /> <br />. <br /> <br />Mr. Landwer replied a little bit of CSM went to the lake, but the other businesses <br />drained along Fernwood. <br /> <br />Councilmember Holden asked which development phase Mr. Hagkull referred <br />to. <br /> <br />Mr. Hagkull replied the development occurred in the 1970's. He stated the <br />developer did not look at future development when they were building this area. <br /> <br />Carol Jacobson, 1295 Wyncrest Court, stated her property was damaged by the <br />pumping last time and asked why this was the preferred method for lowering the <br />water level. She indicated she believed her water issues were a direct result of the <br />previous pumping. She noted she did not want to be a victim of the pumping. <br /> <br />Mr. Germundson replied this was in the realm of Rice Creek Watershed District <br />and they had concerns about the capacity and the ability of Sunfish Lake to receive <br />those waters. He noted it was the recommendation of Rice Creek Watershed <br />District to pump it to Valentine Lake and not the DNR's recommendation. He . <br />stated the DNR did not directly recommend to the City that they pumped the way <br />they did the last time. <br />
