Applications for Change in Use <br /> <br />Overview <br /> <br />Ramsey County is currently in the process of evaluating publicly owned property in Arden Hills. <br />As part of the process, they are evaluating tax forfeit properties in which the City has a use deed <br />for. By acquiring a use deed, the City is allowed to use tax exempt property for certain public <br />pmposes including, but not limited to, parks, utilities, and drainage. <br /> <br />During the course of their evaluation, Ramsey County determined that the City was not in <br />compliance with the public pmpose outlined on the original use deed for three parcels in the <br />Edgewater neighborhood. See the attached map for the specific locations of the parcels. <br /> <br />Use deeds for these parcels were originally acquired in the 70's for passive park pmposes. <br />Based on a determination by the Ramsey County Tax Forfeited Lands Division, the site is not <br />being used for this pmpose. While City staff respectfully disagrees with this interpretation, we <br />will also need the property for drainage pmposes for the upcoming neighborhood reconstruction <br />project. As such, we have been working with the Tax Forfeited Lands Division on an application <br />to change the use to drainage. This process requires the adoption of a resolution by the Council <br />approving the application for a change in use. This is attached for your review and <br />consideration. <br /> <br />Requested Action <br /> <br />I. Consider Resolution No. 03-52, Authorizing a Change in Use for Tax Forfeit Property off <br />of Lake Lane. <br />
