<br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JUL Y 14, 2003 <br /> <br />6 <br /> <br />. <br /> <br />During your visit to our house last fall, you saw we lost a great big more than 100- <br />year old oak tree from shoreline erosion. Many more majestic oak trees along <br />north side of the lake and those across the lake Cummings Park side will soon be <br />sitting in the water again. They will either drown or fall, if water levels are <br />allowed to rise. We need to do whatever we can to preserve the natural scenery <br />for our next generation and beyond. <br /> <br />According to DNR and the Watershed District, shoreline erosion is a big problem <br />for the lake environment, and you agreed to that. You have assured me that you <br />will not let this problem go unresolved. And it will not go away. All the <br />constructions in the neighborhood, most recently those townhomes across <br />Lexington Avenue, added so much hard surfaces that do not absorb rainwater. <br />The run-off all ends up in Karth Lake. The level of water in the lake therefore no <br />longer goes up and down following natural cycles. <br /> <br />Ramsey County has indicated that they are building a water holding reservoir <br />north of Highway 96. If Arden Hills need to pump Karth Lake water to this . <br />facility, they can plan to increase the size to accommodate the need. I recall <br />seeing pipes going across Amble Drive heading to that direction in 1986 before we <br />built our home. That should still be a good option to avoid causing problems for <br />our neighbors such as we realized last fall. <br /> <br />Please share our concerns with the members of City Council and help up resolve <br />this ever-present problem. Sincerely, <br /> <br />Letter from Carol Jacobsen, 1295 Wyncrest Court, dated July 11,2003: <br />It is my understanding that the water level of Karth Lake has again come into <br />question and the Arden Hills City Council will be reviewing facts regarding the <br />possibility of pumping Karth Lake. I am relatively certain that most of you <br />remember me from the City Council meetings last October. I am the resident at <br />1295 Wyncrest Court who sustained damages as a result of the pumping last year. <br />The purpose of this letter is, of course, to reiterate what occurred last year so as to <br />assure that I am not again harmed by the City's actions. <br /> <br />Last fall, for the first time in 18+ years of home ownership at 1295 Wyncrest <br />Court in Arden Hills, I experienced water and moisture issues. On or about . <br />October 11, 2002, only days after the commencement of pumping Karth Lake I <br />awoke to a strong odor in the lower level of my home, an odor that I assume was <br />that of "wet clay".
