<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS REGULAR CITY COUNCIL MEETING MINUTES <br />JULY 14, 2003 <br /> <br />5 <br /> <br />Mr. Parrish read into the record the following letters and e-mail the City had <br />received: <br /> <br />E-mail dated July 14, 2003 from Steve Hobbs, Administrator, Rice Creek <br />Watershed District. <br />As we discussed on the phone today, the Rice Creek Watershed District (RCWD) <br />is very interested in assisting Arden Hills in developing a long-term solution to the <br />Karth Lake issue. I have heard from a variety of landowners in the area, all with <br />genuine concerns. I thought it might help if! could present the RCWD's position <br />on the matter. <br /> <br />Let me begin with saying that the RCWD's responsibility and jurisdiction centers <br />on the quality and quantity of the water entering Rice Creek. Given that Valentine <br />Lake (the lake we stated last year could be used to receive water from Karth Lake) <br />can accommodate an increase in volume (within certain restrictions) and given <br />that the water quality of Karth Lake is quite good, the primary concerns of the <br />RCWD can be addressed. However, given that landowners in the area have stated <br />that their property was negatively affected by the previous pumping to water from <br />Karth Lake, we want to be certain, as I'm sure the City does as well, that any <br />action to solve one problem does not, inadvertently, cause another. <br /> <br />We would be happy to work with Arden Hills toward exploring all of the possible <br />alternatives for a comprehensive solution to higher water levels in Karth Lake. <br />We are willing to assist however we can with the hope that we can arrive at a <br />solution there serves the environmental and economical needs of your community <br />and one that weighs the cost versus the benefits of any proposed solution. <br /> <br />Thank you for working with the RCWD and please do not hesitate to call if you <br />have any questions. <br /> <br />Letter from Paulina W. Li dated June 6, 2003: <br />I am writing to ask City officials to revisit the high water problem ofKarth Lake. <br /> <br />Thanks to a dry winter season, the lake water level looked good. Now that spring <br />is here, after a couple of recent rainfalls, we gained back quite a bit of the water <br />that was pumped out last fall. One week in May alone the water level went up <br />several inches when we had only less than an inch of rain because of all the street <br />run-offs. At this rate, we will be back to where it was last year in a very short <br />time. <br />
