PUBLIC INQUIRIES/INFORMATIONAL <br /> <br />Tom Lynch, 3220 North Hamline, stated he was at the meeting to note <br />inconveniences regarding the construction on Highway 96 and Hamline. He stated <br />his phone line had been cut; no mail for two days; the gas line was hit in front of <br />his driveway; he could not get into his driveway for nine days; and he did not <br />receive the required 24 hour notice before blocking his driveway. He indicated <br />the apron in front of his driveway yet had not been installed and he was originally <br />told they would only be unable to get into his driveway for one day. He indicated <br />the dust was very bad, as well. He stated the ditch also needed to be cleaned in his <br />area. Mr. Parrish noted staff would follow-up on these concerns and report to the <br />Council at its next meeting. <br /> <br />Mr. Landwer stated the ditch was a MNDOT ditch and staff had been in contact <br />with them about cleaning it out. <br /> <br />Mayor Aplikowski introduced City Administrator, Michelle Wolfe. <br /> <br />5. PUBLIC HEARINGS <br /> <br />None. <br /> <br />6. COMMUNITY SERVICES <br /> <br />A. Planning Case No. 03-18: Insty-Prints Sign Variance <br /> <br />Mr. Hellegers stated applicant was requesting a Sign Standard Adjustment from <br />the Signage Ordinance criteria for a freestanding sign along County Road E. He <br />noted the Planning Commission recommended approval of this request with <br />conditions as noted in staffs August 25,2003 report. <br /> <br />Councilmember Grant asked whose responsibility was it to fix the barrier pole <br />that was knocked down. Mr. Hellegers replied he was not sure whose <br />responsibility it was to repair this barrier pole, but he would follow-up on this. <br /> <br />Councilmember Grant requested the barrier pole be repaired. He also requested <br />staff determine whose responsibility it was to maintain the grass in this area and <br />make sure it was maintained. Mr. Moore stated it was the County's responsibility <br />
