<br />, <br />.' . <br /> <br />Overview <br /> <br />. <br /> <br />The Moratorium Area is composed of II parcels, of which many are through lots which run from <br />New Brighton Road to Cleveland Avenue. There is a right-of-way which transverses the parcels <br />and runs east from Cleveland Avenue, then turns north until County Road E-2. It appears that <br />this right-of-way is for a drainage ditch which may have served to drain some of the low wet <br />land in the moratorium area or it may have ,been drainage for part of Interstate 35W. Currently <br />staff is working with Ramsey County and the City Attorney's office to determine the owner of <br />the right-of-way area and whether 'the drainage right-of-way is still necessary.
