Planninl! Commission Recommendation In Planning Case #03-23 the Planning Commission recommends approval of the Site Plan Review for Parking Ramp #1 subject to the following conditions: . 1. The applicant shall submit to the City a landscape performance bond or other surety for 125% of the cost of materials and installation, valid one full year from the date of installation, prior to the issuance of a building permit. 2. The applicant shall obtain all necessary permits from the Rice Creek Water Shed District, MPCA, and other governmental entities. 3. The applicant shall comply with the Zoning Code and related municipal ordinances. 4. The applicant shall provide the number of handicapped accessible parking spaces and access aisles required by the State Building Code and ADA requirements. 5. The applicant shall clarifY the request is for a four-level parking structure. Final plans should be resubmitted which indicate parking areas, if level five or level one are not to be utilized for parking areas this should be conveyed in the plans. Final plans should be resnbmitted for review by the City Plamter, City Engineer, and Building Official, prior to the issuance of a building permit. 6. The applicant shall submit a revised landscaping plan with planting schedule which clearly identifies the landscaping materials to be planted around Parking Ramp #1 per approval of the City Plamter prior to the issuance of a building permit. . 7. The applicant shall locate a fire hydrant near both East and West entrances to the ramp. 8. The applicant shall verifY with the Fire Marshal the total amount of wall area that is open to the atmosphere. 9. The applicant shall submit revised utility plans which show water going to the structure. 10. The applicant shall submit final plans showing standpipes and sprinkler system in the ramp to comply with the International Fire Code and shall be approved by the Fire Marshal and Building Official. 11. The applicant shall submit final plans which verifY the location of F.D.C. per approval of Fire Marshal. The F.D.C. shall be located within 100 feet of a fire hydrant. 12. Building type of construction to comply with the International Building Code for distance from existing office building "C" and plans shall be approved by the Building Official. 13. The parking ramp turn radius should be 60 feet to accommodate fire department access per the Lake Johamta Fire Department. . PC #03-23 - CC Report 09/29/2003 - Page 2 00
