<br />. <br /> <br />. <br /> <br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER 3, 2003 <br /> <br />5 <br /> <br />Commissioner Zimmerman moved, seconded by Commissioner Bezdicek to approve <br />Planning Case No, 03-23, Guidant Site Plan Parking Ramp Review, 4100 North Hamline <br />Avenue, subject to the thirteen conditions as noted in staffs September 3, 2003, report, <br /> <br />Chair Sand encouraged applicant to maintain its previous commitment to the <br />neighborhood and suggested they work with the residents on these issues, <br /> <br />Commissioner Ricke asked they take care during construction to not damage the existing <br />oak tree roots. <br /> <br />The motion carried unanimously (6-0), <br /> <br />C, PLANNING CASE #03-25 - GUlDANT MASTER PLAN PUD (SECOND) <br />AMENDMENT. 2100 NORTH HAMLINE AVENUE <br /> <br />Chair Sand opened the public hearing at 8:10 p,m. <br /> <br />ML Rellegers stated applicants were requesting approval of a second amendment to the <br />previously approved Master Plan Planned Unit Development (PUD), Staff recommended <br />approval based on the following conditions: <br /> <br />I, The applicant shall continue to abide by the conditions of approval as stated in the <br />approved Master Plan PUD, <br />2, The Phasing Schedule shall be amended to reflect the 38,000 square foot addition <br />to Building N in Phase One (2003-2006) <br /> <br />Chair Sand invited anyone for or against the variance to come forward and make <br />comment. <br /> <br />Brad Kessler, 1251 Wyncrest Court, stated he was a member of the workgroup meeting <br />and he noted he was pleased with how Guidant worked with the neighbors, He stated the <br />building did not meet the setback requirements. He noted when people walked the trails; <br />it was very noisy in the comer because they placed air conditioner units along that comer, <br />He expressed concern about the height of the building, He stated he would like the <br />building space to not go into the setback and remove the fans from the air conditioners <br />away from the neighborhood area, He asked how the changes would affect the whole <br />PUD, Mr, Hellegers replied with respect to the setback issue, the northwest comer was <br />approximately 68 feet and the requirements required a 20-foot setback. He noted this <br />was approved on the Master Plan PUD approved in 2002, He indicated the building <br />would be more than 100 feet away from the property line, With respect to lot coverage, it <br />would be a change of .3 percent. <br /> <br />Commissioner Ricke asked if parking areas counted for lot coverage, Mr, Hellegers <br />replied they did not, but he had given the Commission the lot coverage figures for the <br />parldng structures, <br /> <br />Judd Brasch, RSP, stated when the building was added to the Master Plan PUD there <br />were flour silos, which had been since demolished. He believed the silos were 40 feet in <br />height. He indicated the existing structure was approximately 26 feet and the proposed <br />addition would match that height. He noted there would be some mechanical units on the <br />
