<br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER 3, 2003 <br /> <br />4 <br /> <br />Chair Sand asked how many trees would be cut down, Mr. Larson replied he did not <br />have this tally at this time, but he would work with City staff regarding this, He noted <br />they needed to do the calculation before he could answer this question, <br /> <br />. <br /> <br />Mr, Larson reviewed the project details for the Commission, <br /> <br />Commissioner Zimmerman asked how high of a light pole would they place on top of the <br />ramp, Mr, Larson replied there would be ten-foot tall lights on 2-3 foot bases. He noted <br />the lights would be approximately 6-8 feet above the height of the ramp wall. <br /> <br />Commissioner Zimmerman asked if they had looked at having lights that were lower <br />towards the center of the ramp, so they would not be above the walls, Mr. Larson replied <br />they would look at this, taking into consideration the safety issues and would work with <br />staff on this, <br /> <br />Chair Sand asked if the lighting would be on 24/7, Mr, Larson replied for safety reasons, <br />he believed the lights would need to remain on, <br /> <br />Commissioner Zimmerman asked if they would look at motion sensor lights in the ramp, <br />instead of leaving them on constantly. Mr. Larson replied they could also look at this <br />option, <br /> <br />Chair Sand asked if they could restrict parking to the lower levels during the late shift <br />Mr, Larson replied this was something they could look at <br /> <br />. <br /> <br />Chair Sand asked if the proposed grow screen was done anywhere in a northern climate, <br />Mr, Larson replied Honeywell off of 35W and 28th Street had a grow screen. He also <br />noted the light railroad corridor from Minnehaha South to Crosstown had grow walls, <br /> <br />Commissioner Modesette asked if there were accommodations for snow removal from <br />the upper ramp, Mr, Larson replied they would find a location where it could be pushed <br />off of the top into the interior of the campus and removed from there, He indicated they <br />would not have a snow shoot for snow removal, <br /> <br />Chris Sanderson, 1361 West Floral Drive, stated they lived directly across from <br />Guidant's driveway, She indicated she had a horticulture degree and was a landscape <br />designer. She expressed concern about the grow walls being bare during the winter, She <br />expressed concern about the appearance of the ramp while driving north on Snelling, She <br />indicated this was a main corner of the City and what people would see was a parking <br />ramp wall. She stated if they damaged the oak trees, the likelihood of Oak Wilt was <br />great She expressed concern that the trees that would be left after construction would <br />not be adequate for screening, She offered her help free of charge, She requested the <br />screen that was put back in be conifers, She asked if they could redesign the building <br />along County Road F and Hamline so it did not look so industrial. She indicated this was <br />a gateway into the City and it needed to look good, She suggested it look more like a . <br />residential structure, rather than a parking ramp, She suggested a mixture of color <br />changing vines on the grow screen until the conifers grew up to cover the view, <br /> <br />Chair Sand closed the public hearing at 8:07 p,m, <br />
