Draft Proposal from Ramsey County Overview: on September II, 2003, I attended a meeting sponsored by Ramsey County regarding the Business Information and Technology Initiative. County Board Chair, Jim McDonough, and County Manager, PaUl Kirkwold, presented the project proposal (draft attached). The purpose of the project is: · AsseSs the feasibility, opportunities, and risks of implementing a joint business information and technology effort, and · Develop and implement, as agreed to by the partners, a business plan and schedule for implementation of a joint effort serving the needs of participating units of government in Ramsey County. The Cllunty is proceeding with this project at this time because of the many challenges currently faced by local government, including fmancial constraints, expectations of the consumer,' changing workforce, and potential of technology. Two options for participation have been proposed: participate as a partner in the design and implementation of the study, and/or participate in the development and implementation of outcomes agreed to by the partners. The project structure envisions three major entities: Ramsey County Board of Commissioners, Cities/Municipalities, and School Boards. The policy board for each of these entities woUld authorize participation in the study, receive and make decisions on study results and recommendations/strategies, and approve a memorandum of understanding for implementation.
