Draft Proposal from Ramsey County <br /> <br />Overview: <br /> <br />on September II, 2003, I attended a meeting sponsored by Ramsey County regarding the <br />Business Information and Technology Initiative. County Board Chair, Jim McDonough, and <br />County Manager, PaUl Kirkwold, presented the project proposal (draft attached). <br /> <br />The purpose of the project is: <br />· AsseSs the feasibility, opportunities, and risks of implementing a joint business <br />information and technology effort, and <br />· Develop and implement, as agreed to by the partners, a business plan and schedule for <br />implementation of a joint effort serving the needs of participating units of government in <br />Ramsey County. <br /> <br />The Cllunty is proceeding with this project at this time because of the many challenges currently <br />faced by local government, including fmancial constraints, expectations of the consumer,' <br />changing workforce, and potential of technology. Two options for participation have been <br />proposed: participate as a partner in the design and implementation of the study, and/or <br />participate in the development and implementation of outcomes agreed to by the partners. <br /> <br />The project structure envisions three major entities: Ramsey County Board of Commissioners, <br />Cities/Municipalities, and School Boards. The policy board for each of these entities woUld <br />authorize participation in the study, receive and make decisions on study results and <br />recommendations/strategies, and approve a memorandum of understanding for implementation. <br />
