,

Memo
City Council
Committees & Appointments
Page 2

.

A Project Management Committee would be created to approve the project charter, oversee
study progress, authorize staff participation, accept reports from the business information and
technology teams, and approve a final report including recommendations/strategies. I would
represent Arden Hills on the Project Management Committee.

The Project Manager, who will report to the Project Management Committee, will be Mary
Mahoney from Ramsey County. The Project Manager will oversee the design and
implementation of the project, provide regular progress reports on findings, develop the final
study report and recommendations, and develop the business and implementation plan.

Two teams will then be set up to carry out much of the technical work. The Business
Information Team and the Technology Team will assist in desigu and implementation of the
study, participate as sponsors on work: groups, review deliverables prepared by project work
groups, and review and make recommendations regarding the fmal report. Several work: groups
will be formed to investigate and prepare reports in response to specific subject matter
assigmnents from the Business Information and/or Technology Teams. It is anticipated that
Aaron Parrish will participate on one of the teams.

Summary:

Ramsey County is providing a senior staff member to serve as project manager. and will cover .
the costs of the study. Participating partners will have no up-front costs other than staff time. It
is my recommendation that we participate so that we are represented and have some say in the
final outcome. If at any time we are not comfortable with the direction of the stUdy, if it is taking
up too much staff time, or any other concerns arise, we will report to Council and re-evaluate our
participation level.

Requested Action:

Authorize City staff to participate in the Ramsey County Business Information and Technology
Initiative.

l\Earth\AdminICity AdministralorlMemo\2003109-22'03 Memo 10 Council- Ramsey County IT Study,doc

.
