<br />. <br /> <br />. <br /> <br />. <br /> <br /> <br />Prooosal: Joint Entity - Business Information Management and Technology Services <br /> <br />Proiect Summary: Ramsey County will facilitate with the support and participation of1heRamsey County <br />league of local Governments and the City of SI. Paul, a study of the feasibility, opportunities, costs, and <br />risks of developing a joint business information management and technology entity to provide services to <br />meet the business needs of participating units of government and prepare as indicated by the study, a <br />plan for the design and implementation of such a joint entity. <br /> <br />Prolect Goal: Create a joint entity to support the business information management and technology <br />needs of Ramsey County and participating citiesJmunicipalities. <br /> <br />Hvootheses: <br /> <br />1) A joint entity providing services to participating units of government can provide a cost efficient and <br />effective alternative to separate management and delivery of current services; <br /> <br />2) Development and ownership of a joint entity can increase the partner/owner access to new/enhanced <br />,technical alternatives to meet business needs; <br /> <br />Assu~ptlons ( for the purpose of the study): <br /> <br />1) The services provided through the joint entity would be financed through fees from partners/owners <br />and other purchasers; <br />2) The entity will be jointly owned and managed by partners. Services may be available to other units <br />of govemment who wish to purchase services but not participate in the ownership/management of the <br />entity. <br /> <br />Process: <br /> <br />The County Board will invite the other local Governments to participate with the county in a study of the <br />feasibility, opportunities, risks, and costs of implementing a jointly owned and managed entity for the <br />provision of business information management and technology services to participating units of <br />govemment. <br /> <br />Participating entities will provide policy oversight and direction for the development of this project through <br />the designation of a representative to serve on a jOint Project Management Committee. <br /> <br />Participating entities will commit time and resources of business and technical staff to the investigation <br />and development of this project. " " <br /> <br />The County will commit the resources of a senior staff member to serve as Project ManagerlFacilitator to <br />oversee the design and development of the project, The Project Manager will be responsible for <br />developing and implementing a project structure, work plan and timeline for approVal by representatives <br />assigned by participating elected officials. The Project Manager will be responsible for providing regular <br />reports to elected officials and Senior Management staff on the progress and fmdings of this effort. The <br />Project Manager will also be responsible for developing a final report and proposed implementation plan <br />to policy makers. To avoid the appearance of conflict of interest during the investigation, design and <br />review process the Project ManagerlFacilitator will not have a role in the new entity created as the result <br />of this effort, <br /> <br />Within 90 days of initiation, the parties agreeing to participate will enter into an agreement specifying the <br />scope and goals of the project, committing staff resources/time to the project and establishing a work plan <br />and timeline. <br />
