This task force would review the existing policy and recommend changes,
or even an entirely new policy.

City staff proceeded to advertise for potential task force members. Unfortunately, only one
resident indicated interest in the task force. At that time, staff prepared a proposal for a new
assessment policy. This was presented to Council last spring. Council directed that the process
be put on hold and re-evaluated in the fall.

Options:

Now that fall has arrived, this subject is before you for consideration. Options for proceeding are
outlined below, and others may exist.

I. Do not proceed with task force and maintain existing policy.
2. Do not proceed with task force and re-evaluate staff proposal.
3. Advertise and promote the formation of the task force.
4. Assign to an existing committee for comment and review.

Requested Action:

Provide direction to staff as to how to proceed regarding establishment of an assessment policy
task force.

\\Earth\Admin\City Administrator\Memo\2003\10-07-03 Memo to Council- Assessment Policy.doc
