<br />ARDEN HILLS CITY COUNCIL WORKSESSION <br />October 20, 2003 <br /> <br />2 <br /> <br />Bart Rehbein <br />Master Developer: Centex, Ryan, Rehbein (CRR) <br />Mr. Rehbein introduced two students from Germany, in attendance as part of their <br />curriculum. <br /> <br />. <br /> <br />Mr. Parrish introduced the Interim Development Agreement between the City and <br />CRR, stating the fundamental change was that CRR is requesting master developer <br />status. <br /> <br />Councilmember Holden said she had not seen any activity from Centex regarding <br />design quality issues and the promised TCAAP newsletter. <br /> <br />Mr. Parrish explained that the Centex quality issue would be addressed in the <br />master plan; regarding the newsletter, a draft had been received by staff, but some <br />information was already out-dated. He stated the major focus at this point had been <br />with Rehbein, but that the two other partners, Ryan and Centex were equally as <br />represented at this time. <br /> <br />Mr. Rehbein stated he was aware of some cost savings within the current . <br />agreement had been reallocated to DSU. He noted Centex was aware that they <br />may not be the exclusive builder on the site, noting he expected the City would <br />have a relatively high level of design standards, and Centex may opt out as the <br />builder. <br /> <br />Attorney Filla stated he was confident that the City would be able to impose total <br />control over the design standards on the TCAAP site. He suggested the developer <br />asked for some reassurance from the City that it would be the exclusive master <br />developer on the project. <br /> <br />Councilmember Larson asked Mr. Rehbein if the current costs were on track. <br /> <br />John Hink <br />Rehbein Companies <br />Mr. Hink answered that the current "draws" were about where they should be. <br /> <br />Councilmember Rem said she was still unclear about what the developer had <br />done thus far, and requested the current project budget, the CRR budget, and an <br />environmental report that detailed responsibilities for mitigation of the TCAAP <br /> <br />. <br />
