She stated she wanted to actually "see" the product Centex had produced in
Minnesota.

Mr. Rehbein said although CRR did not want to duplicate the environmental work
the MPCA had already accomplished, but he could bring more details to the
Council.

Attorney Filla encouraged the Council to state its specific request for information
so the developer could provide it to them in a reasonable time-frame.

Councilmember Larson stated he was not interested in pursuing another
developer, but at this time, it may be a bit premature to talk about adopting the
proposed amendments to the interim agreement. He suggested it may be more
appropriate to bring forth the issue in six months.

Councilmembers Grant and Holden echoed Councilmember Larson's comments,
based on the fact that they needed more information.

The consensus was that the Council was not rejecting the amendment to the
interim agreement at this time. Rather, it needed more time to see the Centex
product; budget items; and environmental information.

Mayor Aplikowski complimented Bart Rehbein for his efforts, which resulted in
the success ofthe outcome of the Postal Service issue on the TCAAP property.

3. He said the
agreement did not indicate actual ownership of the facility; rather the City had the
right to occupy a portion of the facility, in perpetuity. He noted that, after ten
years, the City could terminate the agreement, but the County could not initiate
termination at any time.

Mr. Filla stated the agreement had not been approved by Ramsey County at this
time. He noted after ten years, options may be limited for the City should Mounds
View or the City decide to terminate the agreement.
