.

~
~HILLS

MEMORANDUM

DATE:

October 22, 2003

Agenda Item 9.A.

TO:

SUBJECT:

Honorable Mayor and City Council

Michelle Wolfe, City Administrator ~

Discuss and Provide Direction Regarding Finance Director
Recruitment Process

FROM:

Overview:

.

The position of City AccountanVTreasurer has been vacant since February 7, 2003. In
September, the City Council approved changing that position to Finance Director, and authorized
staff to begin recruitment for filling the vacancy. The position has been posted since late
September, and the deadline for applications is Friday, October 24. As of this writing we have
five applications and hope to have more by end of the day Friday.

Discussion:

The purpose of this discussion is to outline the rest of the recruitment process. Here are the steps
I am proposing at this time:

I. Review and score applications.
2. Select approximately six applicants for a first round of interviews.
3. Based on the interviews select two or three finalists and conduct a management
assessment.
4. Final interviews with the finalists.
5. Based on the management assessment and final interview results, recommend a
candidate to the City Council.

Initial applications will be reviewed on a 100-point scale. This is typically required as a method
to meet the requirements of the Veteran's Preference Statute. It also provides a more objective
means for evaluating skills and qualifications to determine top candidates. The scoring is based
. on the minimum requirements, skills, knowledge and abilities as outlined in the job description.
