Make a determination that in reviewing the proposed amendment to the Special Use Permit, the City Council has considered the effect of the proposed use upon the health, safety, convenience and general welfare of the owners and occupants of surrounding land, in particular, and the community as a whole (see the text of #15 [Zoning reference Section 8, D, 3, bJ for the specific factors to review), and that that the facts and circumstances of the particular case warrant granting of the amendment to the Special Use Permit, B. Consider approval of the amendment to the applicant's Special Use Permit to allow for the addition of the Sheriff Station to the Public Works Facility and also to allow a change in the Site Plan for the addition and the relocation of the Salt/Sand building, Update There were 18 conditions of approval which were recommended by staff and the Planning Commission. The applicant has responded to some of the conditions of approval so that they may be brought to the Council's attention. First, in response to condition 4 the applicant has stated that Ramsey County would like to provide trees which are in the first category for caliper inches (2-3 caliper inches), This would require a variance from the City's landscape standards which call for percentages of trees to be provided that are a larger caliper (3,5-4 caliper inches or 4,5-5 caliper inches), The PC #03-26 -- CC Report 10/27/03 - Page 1 of3
