.

Site Access and On-site Parking
Site Access remains the same as previously documented,

On-site parking will continue to provide space for employee and public vehicles in the
south parking areas. All maintenance and patrol vehicles are housed in the yard either
indoors or under canopy, Additional parking demands created by the added Patrol
Station are solved with 25 additional surface stalls (310 total) and redistribution of those
stalls near the Administration wings of the facility.

Special Use Permit Requirements - Amendment Issues
· Zoning, Sheriff: The addition of the sherif.! at this project does not introduce any new
nonconforming uses to this site,

Salt/Sand Storage Structure: The original location of this structure in the northeast
corner of the site has been revised as shown on the enclosed plans to the central portion
of the site still north of the vehicle storage building, The tensile fabric structure is two
individual buildings (only one is under contract and proposed to be built at this time),
The two buildings are configured perpendicular to each other and cover less ground than
its predecessor in the previous permit application.

"'-'.

.

The relocation was necessary due to soils conditions on the northern position of the site.
The previous location would have required 15 - 20 feet of soil correction (with
substantial cost) to allow the loading of this material on grade,

Construction of one of the buildings is planned in the spring of2004, The second
building will be constructed when financing becomes available. Overall height of the
smaller/narrower structure will be under the approved variance of 48', Fabric color
remains silver as previously approved in the Special Use Permit,

· Project Design, Sherif.!: Building materials of the new Administration building
component for the Sheriff will employ similar materials (brick, windows, metal panel) as
the Public Work Administration wing, The Sherif.! space program will also extend the
curved cold storage wing of the facility to the east to house patrol vehicles and
equipment,

The Ramsey County Water Patrol/Storage building located on the west end of the site will
be precast wall panels with the same materials as the public works vehicle storage
building, Additional berming and planting will be constructed to blend the buildings with
the landscape,

· Environmental Review, With the addition of the additional office space, an
environmental assessment is still not required for the amended project, since it is under
the minimum size for state guidelines,

.
