This information identifies that a portion of the employees <br />work in the office during their shift, and the rest work in the field, stopping back at the office <br />periodically. A shift change occurs for the Ramsey County Sheriff's Department during the a,m, <br />peak hour. As a worst-case scenario, it was assumed that all the night shift employees leave, and <br />morning shift employees arrive during the same a,m, peak hour. In addition, it was assumed that <br />all employees working in the field will make an additional trip to or from this office during the <br />
