Maximum Building Height - 13 foot variance (see Site Plan Review, item #6: Height). <br />. Outdoor Material Storage - allowing outdoor material storage (see Site Plan Review, <br />item # I: Zoning), <br />. Exterior Building Materials - allowing materials not specifically allowed in the Civic <br />Center District (see Site Plan Review #13: Appearance), <br /> <br />Site Plan Review <br /> <br />The following provides an evaluation of site plan and related requirements based on the attached <br />plan set: <br /> <br />1. Zoning - Requires Variance for Exterior Storage <br /> <br />The Zoning Code states that Public Use Operations are permitted with a Special Use Permit <br />(Section 5,E) in the Civic Center District. The Zoning definition for public use is as follows: <br /> <br />Public Use: The use of any lot, parcel of land and any structure or building thereon <br />exclusively for public purposes by any department or branch of government, <br />federal, state, county or city, excluding independent school districts, without <br />reference to the ownership of said lot, parcel of land, building or structure. <br />(Section 2,D,1l5) <br /> <br />. <br /> <br />Other uses that could be applicable are truck garages which are not permitted in the Civic <br />Center District, and exterior storage (outdoor material storage) which is not permitted in the <br />Civic Center District (Section 5, E), The Zoning definitions for these uses are as follows: <br /> <br />Truck garage: A building that is used or intended to be used for the storage of motor <br />trucks, truck trailers, tractors and commercial vehicles exceeding one- <br />ton rated capacity, (Section 2,D,59) <br />Exterior Storage: The storage of goods, materials, equipment, manufactured products <br />and similar items not enclosed by a building. (Section 2,D,52) <br /> <br />Although it appears that a Truck Garage would be a reasonable classification, the definition <br />seems to refer to commercial trucking yards similar to those in Roseville. Therefore, staff has <br />interpreted the Public Use Operation as the most accurate classification for the principal use <br />for this property. Exterior storage has been proposed for the site as an accessory to the <br />principal use, but is likely essential to the functionality of the facility, Staff has inquired <br />about whether the exterior storage could be contained within buildings. However, the <br />exterior storage would not be more than a few feet high, would be obscured from view by the <br />front left wing 0 f the storagc and maintenance building, and would only be for temporary <br /> <br />PC #03-08 - PC Report 03/26103 - Page 3 of 10 <br /> <br />. <br />
