Maximum Building Height - 13 foot variance (see Site Plan Review, item #6: Height).
. Outdoor Material Storage - allowing outdoor material storage (see Site Plan Review,
item # I: Zoning),
. Exterior Building Materials - allowing materials not specifically allowed in the Civic
Center District (see Site Plan Review #13: Appearance),

Site Plan Review

The following provides an evaluation of site plan and related requirements based on the attached
plan set:

1. Zoning - Requires Variance for Exterior Storage

The Zoning Code states that Public Use Operations are permitted with a Special Use Permit
(Section 5,E) in the Civic Center District. The Zoning definition for public use is as follows:

Public Use: The use of any lot, parcel of land and any structure or building thereon
exclusively for public purposes by any department or branch of government,
federal, state, county or city, excluding independent school districts, without
reference to the ownership of said lot, parcel of land, building or structure.
(Section 2,D,1l5)

.

Other uses that could be applicable are truck garages which are not permitted in the Civic
Center District, and exterior storage (outdoor material storage) which is not permitted in the
Civic Center District (Section 5, E), The Zoning definitions for these uses are as follows:

Truck garage: A building that is used or intended to be used for the storage of motor
trucks, truck trailers, tractors and commercial vehicles exceeding one-
ton rated capacity, (Section 2,D,59)
Exterior Storage: The storage of goods, materials, equipment, manufactured products
and similar items not enclosed by a building. (Section 2,D,52)

Although it appears that a Truck Garage would be a reasonable classification, the definition
seems to refer to commercial trucking yards similar to those in Roseville. Therefore, staff has
interpreted the Public Use Operation as the most accurate classification for the principal use
for this property. Exterior storage has been proposed for the site as an accessory to the
principal use, but is likely essential to the functionality of the facility, Staff has inquired
about whether the exterior storage could be contained within buildings. However, the
exterior storage would not be more than a few feet high, would be obscured from view by the
front left wing 0 f the storagc and maintenance building, and would only be for temporary

PC #03-08 - PC Report 03/26103 - Page 3 of 10

.
