Asst City Admin. <br /> <br />SUBJECT: <br /> <br />Ramsey County Suburban Housing and Redevelopment Authority <br />Discussion <br /> <br />ENCLOSURES: <br /> <br />1. October 6, 2003 Memo from HRA Chair Janice Rettman <br /> <br />Overview <br /> <br />As Council is aware, Ramsey County is currently considering a suburban only HRA levy to <br />provide additional resources for housing. While attached memo from HRA Chair Janice <br />Rettman outlines information on the proposal, I would note the following for Council's benefit: <br /> <br />>- The levy would be distributed to communities based on population. The annual Arden <br />Hills allocation is proposed to be $35,000. <br />>- Communities may accumulate funds for up to five years. At that time, the funds would <br />be distributed on a competitive basis. <br />>- If the City desired, it could also create and adopt a levy for a City Housing and <br />Redevelopment Authority. <br /> <br />Options for Arden Hills <br /> <br />To help facilitate discussion on the County's Housing and Redevelopment Authority proposal, <br />the Council requested that staff outline how the funds might be utilized. Since we currently do <br />not have any dedicated resources for housing purposes, there are number of options on how the <br />City could effectively utilize these funds. Some potential options include, but are certainly not <br />limited to, the following: <br /> <br />1. Housing Resource Center Funding: Through a partnership with I-35W Corridor <br />Coalition Communities, services provided by the Housing Resource Center in Shoreview <br />are currently made available to residents. The Housing Resource Center currently <br />provides construction consultations, links homeowners with various financial resources, <br />and works to access various grant funds that can be made available to residents. <br />
