Asst City Admin. SUBJECT: Ramsey County Suburban Housing and Redevelopment Authority Discussion ENCLOSURES: 1. October 6, 2003 Memo from HRA Chair Janice Rettman Overview As Council is aware, Ramsey County is currently considering a suburban only HRA levy to provide additional resources for housing. While attached memo from HRA Chair Janice Rettman outlines information on the proposal, I would note the following for Council's benefit: >- The levy would be distributed to communities based on population. The annual Arden Hills allocation is proposed to be $35,000. >- Communities may accumulate funds for up to five years. At that time, the funds would be distributed on a competitive basis. >- If the City desired, it could also create and adopt a levy for a City Housing and Redevelopment Authority. Options for Arden Hills To help facilitate discussion on the County's Housing and Redevelopment Authority proposal, the Council requested that staff outline how the funds might be utilized. Since we currently do not have any dedicated resources for housing purposes, there are number of options on how the City could effectively utilize these funds. Some potential options include, but are certainly not limited to, the following: 1. Housing Resource Center Funding: Through a partnership with I-35W Corridor Coalition Communities, services provided by the Housing Resource Center in Shoreview are currently made available to residents. The Housing Resource Center currently provides construction consultations, links homeowners with various financial resources, and works to access various grant funds that can be made available to residents.
