<br />Memo to Mayor and Council <br />November 5, 2003 <br />Page 2 <br /> <br />. <br /> <br />Currently our cost for participating is approximately $3,000 and charged to the General <br />Fund. HRA funds could be used to finance this expenditure. <br /> <br />2. Scattered Site Housing Program: Many cities have a program where they acquire a <br />substandard home, demolish it, and sell the lot to a builder that would construct a new <br />home on the property. While Arden Hills does not have a significant number of <br />substandard houses, there are a few within neighborhoods that are otherwise stable. <br /> <br />3. Housing Maintenance Code Enforcement/Code Enforcement: In the past, the Council <br />has expressed an interest in more proactive code enforcement particularly with regard to <br />housing and property maintenance (peeling paint etc . ..). HRA funds could be used to <br />fund additional enforcement of housing and property maintenance issues. <br /> <br />4. Manufactured Home Park Revitalization: Some cities have programs aimed at <br />revitalizing their manufactured home parks. Generally, these programs are aimed at <br />making improvements to older homes or acquiring a substandard manufactured hOme and <br />replacing it with a new model. Since the construction of manufactured homes was not <br />regulated until 1976, many older homes have significant code deficiencies and are very <br />energy inefficient. . <br /> <br />5. Projects: HRA funds could be used to finance a project a project that otherwise might <br />not get built without some type of financial assistance. For example, the City utilized tax <br />increment financing dollars to help fund the Cottage Villas senior affordable housing. As <br />TCAAP develops, similar projects may come forth. <br /> <br />The above are just a few options. Cities have used HRA funds for many other purposes <br />including locally administered revolving loan programs for home repairs and financing, , various <br />public education initiatives (design manuals etc. . .), and home ownership education to name a <br />few. <br /> <br />RequestedAction <br /> <br />1. Provided for discussion and/or direction. <br /> <br />Potential Outions <br /> <br />1. Send a letter to Ramsey County indicating support for the proposed Housing and <br />Redevelopment Authority levy. <br />2. Send a letter to Ramsey County opposing the proposed Housing and Redevelopment <br />Authority levy. <br />3.
