<br />Bids were received and opened for the above-referenced project on November 13.2003, Bids were received from
<br />five (5) contractors, The tabulated bid outcome is as follows:

<br />AIl bids, except for one, had proper bid guarantees in the amount of ten percent (10%) of the total bid as required
<br />by the Project Manual, Jay Bros., Inc, provided a bid guarantee in the amount of five percent (5%) of the total bid,
<br />Hamline Construction did not properly fiIl out the Bid Form in that they did not provide Unit Prices, so their Bid
<br />was deemed nonresponsive, All Bidders acknowledged that they received Addendum 1. A copy of the bid
<br />tabulation is attached for your information,

<br />EnComm Midwest, Inc, submitted the low bid with a total bid amount of $168,440.00, including Bid Alternate 1.
<br />In terms of Schedule A: Booster Station, EnComm Midwest, Inc. submitted the low bid of $161,460.00 which is
<br />$47,540 (23%) less than the Engineer's Estimate, The average bid for Schedule A is calculated to be $178,699.30,
<br />which is $30,300,70 (15%) lower than the Engineer's Estimate, The Engineer's Estimate generally was higher with
<br />respect to the electrical work items proposed for the Booster Station, We feel that receiving five Bids, all within
<br />$37.000 of each other, reflects good interest in this project resulting in a very competitive bid for the work,
<br />
<br />The Bid Alternate I work includes furnishing and installing a 16' X 16' Roll Garage Door for the adjacent Water
<br />Tower utilizing the existing operator, All five bids for this work came in right at or a little below the Engineer's
<br />Estimate,
