Staff <br />also recommended denial of the Site Plant based on its failure to comply with the zoning, <br />landscaping, and parking requirements, <br /> <br />Commissioner Larson inquired about the extent of the renovation of the parking lot. Mr. <br />Hellegers replied he did not have that information, but it was possible it was only a <br />sealcoating and restriping, <br /> <br />Vice Chair Zimmerman asked if the applicant realized prior to making application that <br />this was a nonconforming use in the neighborhood business-zoning district. Mr. <br />Hellegers replied he had spoken with applicant about this and was aware of the <br />neighborhood business zoning restrictions, <br /> <br />Vice Chair Zimmerman asked if staff had any diSCuSsion with applicant about requesting <br />a zoning change, Mr. flellegers replied at this point the Comprehensive Plan would need <br />to be changed as well as a rezoning, fie stated he had spoken with applicant about <br />rezomng. <br /> <br />Commissioner Modesette asked how many parking spaces would the proposed addition <br />take. Mr, Hellegers replied there would not be a large impact on the parking spaces, <br /> <br />Vice Chair Zimmerman invited anyone for or against the variance to come forward and <br />make comment. <br /> <br />John Welsch, property owner of The Big 10, stated his club had grown with the City <br />since 1959 and the addition Was necessary to keep up with the growth of the City, <br /> <br />Commissioner Modesette asked if they had looked at space planning within the building, <br />without adding onto the building, Mr. Welsch replied with all of the modern cooking <br />facilities and new laws regarding health conditions, it Was necessary to add on to the <br />kitchen. <br /> <br />Vice Chair Zimmerman asked how much of their business was food generated compared <br />to liquor generated. Mr. Welsch replied he had 65 percent food and 35 percent liquor. <br />He noted he had owned the business since the early] 960's, <br /> <br />Commissioner Modesette asked if the lower level was in use at this time, Mr. Welsch <br />replied the lower level was for private parties. <br /> <br />John McCreight, 4688 Prior Avenue North, stated he lived behind The Big 10, He <br />indicated he had lived in his home since 1983, He noted when The Big 10 Supper Club <br />was in business; he had no problems with it.
