<br />. <br /> <br />Memo to Mayor and Council <br />December 10, 2003 <br />Page 3 <br /> <br />);> A potential north/south TCAAP access is included that would ultimatcly linc up with a <br />new signalized entrance to North Heights. <br /> <br />);> For discussion purposes, this exhibit includcs an intcrchange accessing the TCAAP <br />property and an extension of West Round Lake Road through the Arden Manor <br />Manufactured Home Park. A frontage road for Scherer Brothers and the Big 10 is also <br />included. While a concerted effort was made to minimize the impact to the manufactured <br />home park, this design would require relocation of approximately 80 manufactured <br />homes, the park office, six single family residential homes along Highway 10, and the <br />existing city park. There are currently approximately 300 homes in the park. Based on <br />previous reconstruction scenarios, it was anticipated that approximately six manufactured <br />homes and the six single family homes would need to be acquired. <br /> <br />While the implications of this design are significant, there are limited options for placing <br />an interchange on Highway 10 for the TCAAP property. The advantages to this approach <br />include: <br /> <br />. J. <br /> 2. <br /> 3. <br /> 4. <br /> 5. <br /> 6, <br /> <br />The extension of West Round Lake Road also provides another opportunity to <br />access 1-35'- <br />If some type interchange to Highway 10 is not established, traffic for Hamline and <br />Lexington Avenues will increase as a result of the additional TCAAP traffic, <br />A parcel of property for additional development will be made available. <br />Additional pedestrian and vehicle linkages better connecting this section of Arden <br />Hills. <br />Better access for commercial uses along Highway 10, <br />Improvement to the transportation system. <br /> <br />While more detailed analysis would identify additional advantages and disadvantages of <br />this approach, it will be helpful to have the Council's preliminary reactions to determine <br />if the concept should be explored further, or allemative concepts should be explored. <br /> <br />To help define the City's policy relatiye to the above issues, staff would present the <br />following discussion questions for Council's consideration: <br /> <br />I. Given the stated preference by MNDOT and the County for grade separation at <br />Highway 96 and Highway 10, under whal scenario, if any, is the Council <br />comfortable with this concept? <br />2. Is the extension of West Round Lake Road and the interchange to serve the <br />TCAAP property on Highway 10 a concept worth pursuing further? <br /> <br />. <br />
