By relocating this access point, you would be able to have a full <br />service intersection that serves neighborhoods on both sides of Ham line. Based on a very <br />preliminary review, it does not appear as if this project would meet the criteria/warrants <br />for the establishment of signal. As a result, for this project to proceed the City would <br />need to finance it. The preliminary cost estimate for the project is $480,000. A <br />significant component of the project would be eligible for state MSA construction fund <br />reimbursement. <br /> <br />)> Construct a sidewalk to enhance pedestrian safety - Intermittently residents request that <br />a trail be placed on the east side of Ham line Avenue. Currently there is a sidewalk on the <br />west side of Hamline. While the right-of-way on the east side is tight, it could <br />accommodate a sidewalk. Howeyer, there would be a need for retaining walls and tree <br />removal. Over the years, residents along Hamline have planted trees in the right-of-way <br />that would need to be removed should a sidewalk be constructed. The potential segment <br />would run from north of Indian Oaks Circle (near the entrance to the Cummings Park <br />trail access) to the new trail at Highway 96, This would complete loop going north on <br />Hamline, east on Highway 96, south on Lexington, through Cummings Park back to <br />Hamline Avenue. This is further outlined on Enclosure 2: Hamline Avenue Sidewalk . <br />Exhibit. The project would cost $348,000 and be eligible for partial state aid <br />construction fund reimbursement. <br /> <br />)> Flashing Pedestrian Signal to enhance pedestrian safety - Currently there is a <br />crosswalk at Indian Oaks Circle that connects the Cummings Park and Floral Park trail <br />segments together. It was suggested that flashing pedestrian signal be considered. This <br />is similar tp what Bethel has done to connect its main campus with the Ona Orth Athletic <br />Complex. These can be hardwired or run off of solar energy. The estimated cost for this <br />is approximately $50,000. <br /> <br />If the Council is so inclined, staff can be directed to pursue all, some, or none of the projects <br />outlined above, At this point, none of the projects are being presented as a recommendation by <br />staff, rather, they are solutions to previously identified problems offered for the Council's <br />benefit. Since the information developed is very conceptual at this point and we have not had the <br />benefit of the Council's input, contact has not been made with either of the Townhome <br />Associations or other interested parties. <br /> <br />Highway 96 and Highway 10 <br /> <br />As a follow up to some past discussions on the 10/96 issue and the joint Arden Hills / New <br />Brighton City Council meeting, staff wanted to get some feedback and/or direction from the <br />Council. At this point, it appears that both MNDOT and the County would like to pursue grade <br />separation of the intersection. The City Engineer has prepared an exhibit to help facilitate the <br />Council discussion. This is attached as Enclosure 3: Highway 96 / Highway 10 Exhibit. <br />While there are many facets ofthe exhibit to consider, the Council will note the following: <br /> <br />. <br />
