<br />Zonine Codes Review <br />The purpose of the review would be to identifY code barriers to mixed-use development <br />and to recommend ways in which cities might address respective barriers, The Coalition might <br />also use this review as an opportunity to discuss the feasibility of adopting common performance <br />standards, such as overall minimum densities and FAR ranges, connectivity ratios of circulation <br />networks, or road design speeds, Ramsey and St. Paul have adopted the types of mixed-use <br />friendly codes the Coalition cities might consider-Ramsey for the area around the proposed rail <br />station and St. Paul for the redevelopment area south of the downtown. <br />A Growth Audit would normally include review of zoning codes, However, if the <br />Coalition decides it doesn't want to engage in an audit, it still may want to review zoning codes <br />as an independent project. <br /> <br />PS: Just for fun, you'll find attached the "Smart Scorecard for Project Development." The <br />scorecard is being used by a few cities as tools to decide which development proposals would <br />qualifY for incentive programs such as fast-track approvals or special funding programs.
