Asst. City Admin. @

Resolution 04-18

SUBJECT:

Overview

As Council is aware, AlIiant Tech at one point manufactured small caliber ammunition at the .
TCAAP property using depleted uranium. This work falls under the regula.tory authority of the
Nuclear Regulatory Commission. Last week, the TCAAP Restoration Advisory Board held two
public hearings to discuss this issue. Unfortunately, there was not a lot of information available
during the course of the meeting, and some have indicated that it has been hard to get
information directly from the Nuclear Regulatory Commission.

At this point, verbal indications from AlIiant Tech have indicated that the site has been cleaned
up and they are waiting to ship the waste material to an appropriate waste site in the Spring.
Once the waste is removed from the site, it will be necessary for the Nuclear Regulatory
Commission to "decommission" the license that AlIiant operates under for the handling of
nuclear material. This will be done once any necessary clean up is completed.

Given the fact that this a significant issue that needs to be clarified and addressed prior to any
future reuse of the property, staff is requesting that Council approve the attached resolution
directing staff to obtain as much information as possible through the Nuclear Regulatory
Commission Directly or through working with the congressional delegation.

N:\Misc Files\Guidant\2004 Minnesota ]nvcstment Fund App\1-8-03 City Council Memo.doc

.
