Lighting - Meets Requirement <br /> <br />The Zoning Ordinance requires that lighting shall not cast more than 0.4 foot candles on <br />adjoining residential property and not morc than one foot (1.0) candle on the travel lanes of <br />adjoining public streets, Since the parking lot modifications would move light poles farther <br />away from a public street this should not be a problem. In addition there is no residential <br />property in the vicinity of the south parking area. <br /> <br />Photometric plans (both are marked EOOI) have been included in the applicant's plan set <br />which indicate the location oflight poles and the areas where the intensity of the light would <br />be cast. <br /> <br />7. Grading and Utilities - Meets Requirement <br /> <br />The City Engineer has reviewed the grading, drainage, and utility plans for the proposal and <br />indicated that the erosion control measures for grading and construction are adequate. In <br />addition the proposal would require only a minor adjustment to the storm sewer which would <br />basically move a storm sewer lead from the existing south parking lot to the expanded area of <br />the south parking lot. The City Engineer indicated that no additional storm water runoff is <br />anticipated to this system, <br /> <br />The Rice Creek Watershed District (RCWD) has granted this project a Conditional Approval <br />Pending Receipt of Changes (CAPROC). The changes that RCWD had recommended for <br />the site plans relate mostly to stormwater management. <br /> <br />8. <br /> <br />Plan Review Comments <br /> <br />A, The applicant should verify the total parking spaces and shall include an appropriate <br />number of handicapped accessible parking spaces to meet ADA requirements, <br />B. Building Permit Plans shall be submitted to the Building Official a minimum of two (2) <br />weeks before the planned start of construction. <br />C, No construction shall begin before plans are approved by the City of Arden Hills' <br />Building Official. <br /> <br />Staff Recommendation <br /> <br />In Planning Case #04-17 staff recommends approval of the Planned Unit Development Master <br />Plan (Fourth) Amendment and Site Plan Review subject to the following conditions: <br />1.
