In this effort, the traffic deputy and staff from the <br />VIPS unit educate citizens on moving and non-moving violations, This education <br />program involves Radar trailer displays, advisory letters, written warnings, squad <br />presence, and warning tags. The traffic unit also enforces the laws, where <br />appropriate, and issues citations. The traffic program also has a process for large- <br />scale saturations for the areas that need a stronger presence. <br /> <br />The Traffic Unit is actively involved with the Minnesota Safe and Sober grant <br />program and the Night Cap grant program. <br /> <br />The following are the list of staff that makes up the VIPS Traffic Program: <br /> <br />Traffic Car: Tim Entner, Deputy Sheriff <br />Education: Walt Gustanski, CAO and Hazel Davies, CAO <br />Radar cart: Rick Kuster, CAO and Richard Medved, CAO <br />Grant writer: Tim Entner, Deputy Sheriff <br />Forfeiture: Dan Mahai, CAO <br />Saturations: Ron Valento, Deputy Sheriff <br />Sergeant: Phil Chelstrom <br />Lieutenant: Joe Paget <br /> <br />The following is a detailed outline of the VIPS Traffic Program: <br /> <br />Education: <br />The traffic program has developed an effective way to respond to citizen traffic <br />complaints. Once the traffic complaint is received, our volunteer staff calls the <br />complainant to learn more about the area and to determine specific details regarding <br />violators, times of incidents, and days of the week that problems are occurring. The <br />complainant is then given an overview of the planned response. After the initial <br />complaint follow-up, the information is submitted to the squad room, traffic car, and <br />the CAOs. After three weeks, the complainant is again contacted to determine if the <br />problem has been effectively addressed. <br /> <br />The philosophy of the Sheriffs Office is to educate the citizens with a goal of <br />voluntary compliance.
