These programs have dramatically improved the
Sheriff's Office response to drunk driving, seat belt safety, and speeding issues. The
funds available in the grant programs are used to buy equipment, and pay overtime
to participating deputy staff. The following are a list of items that were awarded to
the Sheriff's Office from the grants:
. Two laser units
. Eight Portable Breath Test (PBT) units

OWl Seizure and Forfeiture
In July 1998, the Sheriffs Office was given the legislative mandate to seize and
forfeit vehicles that are involved in drunk driving arrests. The coordination and
maintenance or this program includes the following:
. Educating deputy staff on OWl seizure criteria
. Inventorying the seized vehicles that arrive at the impound lot
. Have ongoing contact with the following involved parties:
o Suspected drunk driver
o Registered owner of seized vehicle
o St. Paul and Suburban court staff
o City and County Attorney's Office
o State Auction staff

When the forfeiture is complete, the vehicle is sent to State Surplus Services for
auction. After the auction, the funds are distributed one-third to the communities
where the arrest was made and two thirds to the Sheriff's Office. The Sheriffs Office
has a practice to forfeits all vehicles that meet the statute criteria. Since the
program's inception in 1998, we have forfeited two hundred and forty-three vehicles,
We have also put eight vehicles into the Sheriff's Office fleet.

The following are a list of equipment purchased with the forfeiture funds for the
district squads:

. 20 PBT units
. 30 flashlights
. 1 Laser Unit
. 50% of new radar cart
. $3,500 matching funds for Safe and Sober 2001, 02, and 03

Over the last few years, our traffic program has developed an effective plan for
responding to citizen complaints, educating drivers, and writing citations where
necessary. The Ramsey County Sheriff's Office Volunteers Involved in Public Safety
staff has done an excellent job managing the traffic issues that face our seven
contract communities.
