City Admin. <br /> <br />SUBJECT: <br /> <br />HV AC and Mold Remediation <br /> <br />Overview <br /> <br />. <br /> <br />As Council is aware, staff has been working through outstanding City Hall issues. Toward that <br />cnd, it is anticipated that we will begin arbitration proceedings sometime this year. At this point, <br />the heating and cooling system is not functioning properly. Last week alone, we had to call out <br />Johnson Controls three times in order to have the HV AC system fixed. In addition, City staff is <br />routinely required to address mechanical failures (restart air handling units, repressurize boilers <br />etc. . .). <br /> <br />As Council is also aware, as a result of the numerous flooding incidents in the basement and leak <br />in the roof mold is growing in certain areas. American Engineering Testing Services has <br />documented the mold in the building and provided a mold remediation report outlining the steps <br />necessary to abate the mold in the building. In addition, we had a meeting today with the <br />building architect, insurance adjusters, two mold remediation contractors, the City Attorney, and <br />City staff to discuss how to proceed with the remediation. A subsequent meeting with American <br />Engineering Testing Services and the aforementioned parties will be held to definelrefine a scope <br />of work. In addition, the City Attorney is preparing a letter to be sent to Rochon indicating that <br />we will contract directly for both the HV AC and mold remediation work. Ultimately, this will <br />be incorporated into our arbitration claim. <br /> <br />Needless to say, both of these issues need to be resolved as soon as possible. As such, staff is <br />requesting that the Council authorize the City Administrator to obtain quotes to fix both of these <br />problems. In addition, if the quotes are less than $50,000 staff would further requcst that the <br />Mayor be authorized to execute the contracts. While this is a departure from normal procedure, <br />. staff feels that resolving these issues in an expeditious manner is in the best interest ofthe City. <br />
