<br />e <br /> <br />. <br /> <br />. <br /> <br />. New Brighton also has a speed watch program, where citizens are <br />trained to use a radar unit to monitor speed. (see below) <br /> <br />Speed Watch Program: Citizens are trained, and then allowed to go out in teams <br />in thcir own vehicles to observe, and register/record license numbers of speed <br />violators. The Public Safety Department then follows up with letters to the <br />registered owners of the vehicles regarding their speed violations. This is viewed <br />as a great way to give "power to the people", New Brighton also participates in <br />Safe and Sober grants in which they generally receive about $20,000 per year for <br />additional traffic enforcement. This grant allows officers to work overtime on <br />traffic related issues, i.e. DUI, speed, seatbelts, etc. New Brighton would <br />anticipate spending significant time in Arden Hills as well as New Brighton on <br />these additional traffic details, In addition, New Brighton has a Public Safety <br />Commission which works on traffic calming issues that are referred to the City <br />Council. Generally, a parking or traffic issue that is received by the Council is <br />referred back to the Public Safety Commission, which then hears from the citizens <br />involved, and makes recommendations back to the Ctiy Council. This has <br />resulted in several successful traffic calming projects in the City. (New Brighton <br />would suggest reorganizing the current commission to include a focus on both <br />cities and to expand the number so that several Arden Hills residents would be on <br />the Commission. This Commission also focuses on Human Rights/Bias Crimes, <br />and could be helpful working in the community on issues such as what is <br />happening at Mounds View High SchooL) <br /> <br />6. <br /> <br />Describe how the School Resource Program would work. <br /> <br />Currently Ramsey County assigns a school resource officer (SRO) to Mounds <br />View High School. The time the deputy spends on SRO duties is paid for by <br />the school district. The balance of the deputy's time not spent at MVHS is <br />absorbed into the department - in other words, the contract cities do not <br />contribute toward the cost of this deputy, The New Brighton proposal <br />contemplates assigning an officer from the department to Mounds View High <br />School so the service level would be maintained, <br /> <br />In addition, there would be an SRO assigned to spend some time at Valentine <br />Elementary, which would be an additional service not currently provided by <br />the County, This position is currently funded by a split between the City of <br />New Brighton and the school district. However, it is possible that the school <br />district will not continue to maintain funding for this position, so the City may <br />not be able to maintain this SRO position, If it continues, this position is an <br />officer who only works at the elementary schools and specializes in working <br />wit youth doing restorative justice programs (which they believe have been <br />very successful.) <br />
