<br />e <br /> <br />· Stop signs should be placed on both sides of the walkway to direct both northbound and <br />southbound traffic to stop for pedestrians. <br />. A minimum of 10 feet should be left between the edge of the curb and the doorway on <br />the walkway so that vehicles have time to react to pedestrians. This could be achieved by <br />moving the walkway structure back away from the curb or by necking the roadway down <br />to 24 or 20 feel. <br />· Pedestrian curb ramps should be a minimum of 5 feet long to meet 8.3% ramp slope. <br />· If a north-south sidewalk is planned, additional space should be left between the walkway <br />and the sidewalk so that pedestrians using the north-south sidewalk will not be forced to <br />cross the pedestrian ramp. <br />· Exits signs should be placed at the ends of the walkways so that they would be more <br />visible in the advent of a fire. <br /> <br />Staff Recommendation <br /> <br />In Planning Case #04"04 staff recommends approval ofthe Temporary Walkway subject to the <br />following conditions: <br /> <br /> 1. <br /> 2. <br /> 3. <br />. 4. <br /> 5. <br /> 6. <br /> <br />. <br /> <br />Options <br /> <br />The Applicant shaH continue to abide by the conditions of approval as stated in the <br />approved Master Plan PUD. <br />Exterior lighting of the walkway shaH be in compliance with City Ordinance. <br />Stop signs shaH be instaHed by the applicant at the crosswalk across Fernwood Avenue. <br />The section of Fernwood Avenue connecting the two halves of the walkway shall be <br />striped as a crosswalk. <br />The attached Agreement to Terminate Use shaH be executed by both parties and recorded <br />with Ramsey County. <br />Upon such time as the use is terminated, the buildings that the walkway connects <br />(Buildings E and L) shaH be restored in such a way as is compliant with International <br />Building Code and the exteriors shaH be restored so that the finish of the repaired areas <br />are consistent with the rest of the building. <br />7. Pedestrian curb ramps should be 5 feet long to meet the 8.3% ramp slope. <br />8. A swale shaH be constructed around the west side of the western half of the walkway to <br />divert runoff around the structure. The applicant shall submit drawings showing the <br />drainage around both halves of the walkway to the City Engineer. <br /> <br />I.
