<br />The proposed addition would create a need for 360 parking spaces in accordance with the <br />City's parking standards. Currently there is a deficit of parking spaces on the campus . <br />which Guidant has proposed to address through proof of parking, allowing for 806 <br />potential spaces should the need for those spaces become apparent. <br /> <br />9. Traffic <br /> <br />Traffic has remained one of the key issues for the Campus Master Plan. However, tbe <br />Master Plan (third) Amendment should not have a significant impact on traffic at the <br />Guidant Campus. Previously, staff received several telephone calls and letters from <br />residents who were concerned about the traffic at the intersection of County Road F and <br />Hamline. The general belief was that the additional traffic at Guidant will only worsen <br />the problem. Staff has not received any letters or telephone calls from residents about the <br />current application. <br /> <br />The Guidant Master Plan POO Phasing Schedule shows the reconstruction of the <br />intersection of HamIine Avenue and County Road F contemplated for somewhere before <br />Phase 2 of the Master Plan (2010-2015). This would follow the construction of Addition <br />J and Building K. Several other traffic improvements are planned for Phase 2 including a <br />possible light at Fernwood Avenue and County Road F. <br /> <br />One of the requirements of the original Master Plan was that Guidant would perform a <br />traffic study at the conclusion of each phase of development (and prior to the start of the <br />next phase). Since Addition J was originally included in Phase 2, if Building K were . <br />constructed a traffic study would in a sense already be "overdue". The Planning <br />Commission should diseuss whether the traffic study should now take place prior to the <br />construction of Building K (still in Phase I) or whether the traffic study could wait until <br />after the construction of Building K and Parking Ramp #5 (as scheduled, at the <br />conclusion of Phase 2). <br /> <br />Staff Recommendation <br /> <br />In Planning Case #04-01 staff recommends approval of the Planned Unit Development Master <br />Plan (Third) Amendment and Final PUD for Addition ''J'' subject to the following conditions: <br /> <br />1. The Applicant shall continue to abide by the conditions of approval as stated in the <br />approved Master Plan PUD. <br />2. The Phasing Schedule shall be amended to reflect the 90,000 square foot Addition ''J'' in <br />Phase One (2003-2006). <br />3. The applicant shall permanently maintain the 60-foot clearance around the entire <br />building. <br />4.
