Memorandum
March 3, 2004
Page 3

.

5. Post-Construction Storm Water Management
This measure is aimed to improve the runoff pollution and reduce runoff quantity. This will
be accomplished through detention ponds that will be constructed or have already been
constructed. Erosion control measures will be implemented in the attempt to reduce soil
erosion, which leads to sedimentation in water bodies. Contractors and developers will be
made aware ofthe ordinances and policies to ensure their compliance. Visual inspection of
lakes will be performed for sedimentation and water clarity. Detention ponds and infiltration
basins will be inspected to ensure they are functioning properly. Appropriate corrective
action will be taken to ensure ponds and infiltration basins are operating at full efficiency.

6. Pollution Prevention and Good Housekeeping
This is a two part measure, the Pollution Prevention will include regular scheduled inspection
of storm water structures such as outfall locations, grit chambers, ponds, etc. Unusual
conditions or structures in need of repair will be noted and appropriate actions taken. A
visual inspection form will be used to document conditions and any action taken. A pet
waste campaign is schedule to begin in 2004 to make the public aware of ways they can help
prevent storm water pollution.

The second part of this measure includes implementing a record keeping system and training .
employees the SWPPP. Although the City already has a maintenance schedule,
documentation of all maintenance activities will be required to provide evidence of
compliance. The State reserves the right to audit any mWlicipality at anytime and can impose
fines on municipalities that are not complying with their SWPPP.

On a final note, the SWPPP is an ongoing, continually evolving plan that will best eliminate
storm water pollution in Arden Hills. It is intended to be updated and expanded as seen
appropriate from those working for the City and residents living in the City. It is assumed that
over time, mWlicipalities will be required to increase efforts of cleaning storm water runoff. The
current SWPPP is only the initial stage and will last for 5 years, after which additional
requirements may be added to further protect natural bodies of water. Input is highly valued on
ways to improve and accomplish the SWPPP, such as:

· Better and more efficient ways to communicate the SWPPP to residents and
businesses,
. Project ideas to involve residents in the community,
. Monitoring ideas on existing storm water systems,
. Other ideas on carrying out any of the 6 minimum control measures.

There are currently three folders that contain the SWPPP, one with URS and two with the City.
We will collaborate with each other to maintain and ensure updates are recorded in all three .
folders. The SWPPP needs to be located in such a place that anyone in the community has
access to it and must be readily available for when the State makes a surprise visit.
