November Work Session Memo <br />2. Revise Position Description <br />3. Revised 2004 Compensation Plan <br /> <br />. BACKGROUND <br /> <br />As part of the 2004 budget process, the Council evaluated civil engineering services and the <br />advantages of hiring an in-house civil engineer. This topic has also been discussed at the <br />November 2003 Work Session and the 2004 Council/Staff Retreat. <br /> <br />UPDATE <br /> <br />Subsequent to the November 2003 Work Session the civil engineering position has been <br />reviewed further at the staff level. From an organizational perspective, staff is recommending <br />that the position be a direct report to the City Administrator, By doing so, this will give the City <br />Administrator an opportunity to assess the workflow of the position and evaluate where the <br />position would most effectively be placed within the organization at a future date, While the <br />position would report to the City Administrator, it would not be a department head. The position <br />description has been revised to reflect this organizational arrangement. <br /> <br />REQUESTED ACTION <br /> <br />If the Council is comfortable proceeding with the hiring of an in-house civil engineer, direct staff <br />to place the following actions on a future Council Agenda: <br /> <br />. <br /> <br />1, Approve the position description, <br />2, Amend the City's pay plan to incorporate salary for the position, <br />3, Authorize recruitment for the position, <br />\\Earth\Admin\Human Resources\CLASSIFICA TIONS\Non-Current\Civil Engineer\03-11-04 Memo to Council.doc <br />
