<br />(J <br /> <br />\ <br />--,J <br /> <br />~ <br /> <br />) <br /> <br />. <br /> <br />~ <br />~HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />Agenda Item 5.A. <br /> <br />November 12, 2003 <br /> <br />TO: <br /> <br />Mayor and Council , L n~ Q 0 <br />Michelle A, Wolfe, City Administrator~' <br />Civil Engineer Position <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Backl!:round <br /> <br />As part of the presentation regarding the 2004 budget, staff prepared several "budgetary <br />exercises" for Council discussion, One of the topics was Engineering Services, (A copy of the <br />presentation materials is attached,) It is my understanding that the Council was receptive to the <br />concept and directed staff to proceed with gathering additional information, preparing a job <br />description, and bringing' forward for further discussion. ' <br /> <br />. <br /> <br />Discussion <br /> <br />As stated during the budget process, the staff conducted an analysis of 200 I and 2002 <br />engineering invoices, On average, it was estimated that $131,742 worth of engineering functions <br />could be performed by an in-house civil engineer. Conversely, some functions requiring specific <br />expertise would continue to be contracted out. This expense would vary from year-to-year <br />depending on the services reqnired, Staff also presented an estimated budget for an in-house <br />civil engineer position, and a list of pros and cons related to creating a position (all attached,) <br /> <br />A proposed job description has been dcveloped and is attached, In addition, staif has done job <br />point and pay analysis to determine a recommended pay range, The conclusion is that based on <br />relevant job factors and the external comparisons, a 2004 pay range of $45,600 - $60,000 is <br />recommended (2004 proposed compensation plan attached), This position would not be a <br />department bead but rather, would report to an operating department. <br /> <br />After further discussion, there is general agreement at the staff level that tbe addition of a civil <br />engineer position would be advantageous for the following reasons: <br /> <br />I, Customer Service - to have engineering expertise in bouse would provide a higher level <br />of service to our residents. <br /> <br />. <br />
