The Neighborhood Business District requires that sidewalks be put in placc along public <br />rights of way. An existing bituminous trail currently runs North/South on Cleveland <br />Avenue. Thcre is currently no sidewalk running East/West on County Road D. <br />According the Park and Recreation Director, this is a planned trail cOtmection. In <br />Planning Cases #01-31 and #02-20 the property owner was required to install a new <br />publicly dedicated 6-fool wide trail adjacent to the right-of-way on County Road D and <br />replace the existing 6-foot wide trail along County Road D and have the trails connect at <br />the intersection. Thc applicant has proposed a 5-foot concretc walk along County Road <br />D. Staff would recommend that the applicant install new trails as was previously <br />contemplated in Platming Cases #01-31 and #02-20. <br /> <br />. This area is designated as a community "Gateway" to the City of Arden Hills. The <br />applicant has agreed to provide a 15' x 15' easement at the intcrsection of County Road <br />D and Cleveland for Gateway signage purposes. <br /> <br />Staff Recommendation <br /> <br />In Planning Case #04-06 staff recommends approval ofthe Master and Final Plan PUD subject <br />to the following conditions: <br /> <br />I, Building Permit Plans shall be submitted to the Building Official a minimum of two (2) <br />wccks before the planned start of construction. <br />2. No construction shall begin before plans are approved by the City of Arden Hills' <br />Building Official. <br />3. The building and attic shall be sprinkled. <br />4. The applicant shall submit a landscape performance bond or other surety for 125% of the <br />cost of matcrials and installation valid one full year from the date of installation prior to <br />the issuance ofa building permit. <br />5. The applicant shall obtain all necessary permits from the Rice Creek Watcr Shcd District <br />and Ramscy County. <br />6, The concrete curb and walk at the front entry to the building shall include an ADA <br />compliant curb cut and ramp. <br />7, Decorative lighting as approved by City staff shall be required for parking lot lighting. <br />8. Two freestanding monument style signs, not to exceed 60.5 total square feet total, shall <br />be allowed on the propcrty. The signs shall be located so that a clear vision triangle is <br />maintained. <br />9.
