Under the apartment standard 72 spaces (48 6-bed suites) would be required, <br />and under the dormitory standard 86.40 spaces would be required. <br /> <br />In addition, the Associate Planner's Report dated January 5, 2000 indicated that the <br />college would be taking the following steps to reduce the apparent parking problem: <br />. Freshmen will not be allowed to have cars on campus. For special needs a small <br />number of spaces will be allotted and available by appeal. <br />. Shuttle service will be expanded to allow for increased student needs. <br />. Car-pooling incentives are being implemented for faculty and staff. <br />. A vehicle registration fee, of $40 per semester, will be implemented for all <br />students. This registration fee, similar to that levied at other area schools, will be <br />used for purposes sueh as increased shuttle service, lot security, and the <br />construction and maintenance of new and existing parking lots. <br /> <br />Staff would recommend that the applicant provide the Planning Commission and Council <br />with a letter updating the City on these parking measures, and indicating any additional <br />changes that the College has planned to handle future parking demands. <br /> <br />8. Traffic Impacts - Not Addressed <br /> <br />The Special Use Permit (78-5) in condition #6 states that: "Traffic generated by the <br />normal college use shall not exceed volumes anticipated for low to medium density <br />(approximately 3 to 4.5 dwelling units per acre) residential development of the site <br />(approximately 3,200 to 3,300 trips per day)". Since the dormitory was already included <br />in the Master Plan in a different location (southern portion of the campus) staff does not <br />anticipate that traffic would be increased beyond levels allowed in the Special Use <br />Permit. The applicant, or the applicant's designee, should be on hand at the March 3rd <br />meeting to address questions on traffic at the campus. <br /> <br />Staff Recommendation <br /> <br />Staff would recommend that the applicant submit a letter with more narrative information; <br />particularly regarding the relocation of the dormitory from the southern portion of the campus to <br />the proposed location, and also describing the parking and traffic situations on the campus. In <br />addition, staff would also recommend that the applicant submit a narrative or plans which clearly <br />state the square feet of the proposed dormitory. Finally, a revised landscape plan and planting <br />schedule should be required.
